Justice Haleema Saleeman of the Kwara State High Court, Ilorin, has granted the final forfeiture of two tractors and two auto rickshaws linked to Kayode Oyin-Zubair, a former Special Assistant on Community Intervention to ex-Kwara State Governor, Abdulfatah Ahmed.
In a ruling delivered on Thursday, July 24, 2025, the court dismissed an application by Oyin-Zubair seeking to reverse the interim forfeiture order. The judge upheld arguments presented by the Economic and Financial Crimes Commission (EFCC) through its counsel, Mustapha Kaigama, affirming that the assets were acquired with proceeds of unlawful activity. The vehicles, valued at N57.4 million, were forfeited to the Self Reliance Economic Advancement Programme (SEAP).
Oyin-Zubair, who served between 2020 and 2023, had approached SEAP to fund the purchase of 100 tricycles and 100 mini-buses intended for members of the Tricycle Owners Association of Nigeria (TOAN), the National Union of Road Transport Workers (NURTW), and the Road Transport Employers Association of Nigeria (RTEAN). Although SEAP disbursed N192 million for the scheme, investigations by the EFCC revealed that Oyin-Zubair diverted N72 million in repayments to acquire the forfeited items.
The EFCC recovered the vehicles from a warehouse along Fate Road, Ilorin, and secured an initial order for their interim forfeiture before the final ruling.
