Borno State Governor, Professor Babagana Umara Zulum, on Monday commissioned newly renovated officers’ welfare facilities for troops of Sector 3, Operation Hadin Kai, in Monguno, reaffirming his administration’s commitment to the welfare and morale of personnel engaged in counter-insurgency operations in the North-East.
The facilities—an Officers’ Lounge and Cafeteria—were renovated under the supervision of the Sector Commander, Major General Suleiman Saidu Tilawan. They are designed to provide a dignified and conducive environment for rest and interaction, while enhancing the psychological readiness and operational effectiveness of soldiers deployed in active theatres of conflict.
While inaugurating the projects, Governor Zulum described troops’ welfare as a “non-negotiable pillar of modern warfare,” stressing that operational success goes beyond firepower and intelligence to include the physical and mental well-being of personnel.
“When officers and men are well catered for, motivated and respected, their commitment to duty becomes stronger,” the governor said. “These facilities may appear modest, but they play a vital role in sustaining morale, discipline and unity among troops who risk their lives daily for our collective peace.”
Zulum commended the leadership of Major General Tilawan, noting that the improvements would strengthen camaraderie and esprit de corps among personnel, with positive implications for operational outcomes.
The governor also praised troops of Sector 3 for their sustained efforts in securing Monguno and surrounding communities, acknowledging that their vigilance has significantly reduced insurgent threats, restored public confidence and enabled the gradual return of socio-economic activities.
He assured the Nigerian Army and other security agencies of his administration’s continued support, pledging sustained collaboration in logistics, infrastructure, humanitarian access and post-conflict recovery efforts.
“My government will continue to stand with you. Security is the foundation upon which development is built, and we will not relent in supporting those who defend our state and nation,” Zulum said.
The event also featured the investiture of Major General Tilawan, who was recently promoted from the rank of Brigadier General. Governor Zulum congratulated him on the promotion, describing it as a recognition of professionalism, sacrifice and consistent service.
The governor was accompanied by the member representing Marte, Monguno and Nganzai Federal Constituency, Hon. Bukar Talba; the Speaker of the Borno State House of Assembly, Rt. Hon. Abdulkarim Lawan; members of the state assembly, commissioners, local government chairmen from northern Borno, and other government officials.
