ACF demands thorough investigation into attack on civilian casualties in Kaduna

In a shocking turn of events, the Arewa Consultative Forum (ACF) has called for a comprehensive investigation into the “inadvertent” military drone attack that occurred in Tudun Biri community, Afaka Ward, near Rigasa, Igabi Local Government Area (LGA) of Kaduna State, on the evening of Sunday, December 3, 2023.

The Nigerian Army has acknowledged its responsibility for the attack, termed as “inadvertent” by Major-General VU Okoro, the General Officer Commanding (GOC) of One Division. The incident reportedly occurred during a routine military mission, resulting in significant casualties. Although the Army has not provided concrete casualty figures, reports indicate that up to 80 individuals, predominantly children and women, lost their lives, with numerous others sustaining injuries.

Expressing deep concern and perplexity, in an official statement ACF National Publicity Secretary Prof. T. A. Muhammad-Babathe condemns the operation, emphasizing the apparent failure of intelligence and characterizing it as an inexcusable and scandalous incident. The ACF asserts that robust intelligence is fundamental to military operations and urges the Army authorities to provide transparent details to dispel any perception of downplaying the incident.

In a mourning gesture, the ACF extends condolences to the bereaved families and prays for the swift and complete recovery of the injured. The organization acknowledges historical incidents of accidental military actions and calls for preventative measures to avoid such tragic loss of lives and property in the future.

While commending the Kaduna State Government for its prompt response and assistance to the injured, the ACF emphasizes the need for further actions, outlining key recommendations:

A thorough, honest, and open investigation into the incident, identifying those responsible for professional or operational incompetence, and ensuring transparent disciplinary actions.

Inclusion of the affected community in the investigation process, with the Kaduna State Government safeguarding the interests of the victims.

Full compensation for the deceased in accordance with the current Islamic diya value for individual lives.

Comprehensive treatment, rehabilitation, and compensation for the injured, covering losses of livelihoods and incomes during recovery.

An official apology from the Nigerian Army to the affected communities to restore public confidence.

Immediate initiation of medical and community rehabilitation outreach by the Nigerian Army in the affected areas.

The Chief of Defence Staff should instruct all military elements to devise a sound strategy to prevent future mishaps. Professor T. A. Muhammad-Baba, emphasized the tragic nature of the incident and the imperative to prevent such occurrences in any community across the country.
