The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has reaffirmed that former Naval Chief, Vice Admiral Jibrin Usman (Rtd.), and Brigadier-General Ishaya Bauka remain on its wanted list over their alleged involvement in a ₦3 billion fraud case.
Contrary to claims that amended charges by the ICPC have exonerated the two former military officers, the Commission clarified that the allegations of embezzlement and abuse of office remain. It emphasized that an arrest warrant is still in effect, urging anyone with knowledge of their whereabouts to assist in bringing them to justice.
The ICPC explained that the charges were amended, not withdrawn, as part of standard legal procedure. Prosecuting agencies often modify charges to proceed against available defendants while awaiting the arrest of those at large. Once apprehended, the outstanding individuals will be incorporated into the case.
Vice Admiral Usman was initially charged alongside five others in an indictment filed on April 17, 2023. The charges were served through their legal representatives, but the defendants failed to appear in court for arraignment. As a result, the ICPC secured a bench warrant for their arrest.
On February 4, 2025, the second defendant in the original case, Mr. Adam Imam Yusuf, was arrested at his residence in Gwagwalada, FCT, Abuja. However, the two former military officers remain at large, with efforts ongoing to apprehend them.
The ICPC assured the public that if the accused are arrested, the charges will be updated to include all initial allegations against them.
