DHQ debunks media claims on HTACOS review

The Defence Headquarters has addressed recent media reports suggesting that the draft Harmonised Terms and Conditions of Service (HTACOS) for military officers is causing unrest within the armed forces. According to these reports, the draft contains unfavorable terms that have led many officers to consider leaving the service.

In a statement, Director of Defence Information Brigadier General Tukur Gusau clarified that the current HTACOS, signed by former President Muhammadu Buhari in 2017, is due for a review, as it is scheduled to be updated every five years. The leadership of the Armed Forces of Nigeria (AFN) has initiated the overdue process of reviewing the 2017 HTACOS. The committee overseeing the review includes representatives from the Army, Navy, and Air Force, as well as experts from various military professions. The draft document is currently under refinement and will incorporate feedback from stakeholders.

The primary objective of the revised HTACOS is to improve efficiency and welfare for all members of the AFN, while ensuring the effective execution of their constitutional duties. This includes addressing the numerous security challenges facing Nigeria and extending beyond its borders. The Defence Headquarters emphasized that the document is not intended to hinder the career progression of any group within the armed forces, contrary to the claims made in the media.

The Defence Headquarters criticized the media reports for lacking proper research and failing to consult the appropriate authorities, relying instead on hearsay. The statement urged all Nigerians, especially members of the Armed Forces, to disregard such publications and follow established communication channels within the AFN.
