The Community Court of Justice, ECOWAS, has commenced an eight-day validation workshop in Abuja, Nigeria, to finalise draft headnotes for its 2021–2024 Law Reports.
The workshop, which began on Monday at the ECOWAS Parliament Building, aims to ensure that the headnotes accurately capture the legal reasoning, issues, and decisions of the Court’s judgments over the past four years.
Speaking at the opening ceremony, Dr. Yaouza Ouro-Sama, Chief Registrar of the Court, said the exercise is in line with Articles 15 and 65 of the Court’s Rules, which mandate the Chief Registrar to oversee records and publications, including law reports.
“The preparation and publication of law reports are vital to judicial transparency, access to justice, and legal certainty within the region,” Dr. Ouro-Sama said. “The 2021–2024 period marks significant jurisprudential developments as the Court’s role in promoting the rule of law, human rights, and interpretation of Community law continues to grow.”


Mrs. Marie Saine, Registrar for Judicial Records, Archives & Publications, underscored the importance of the headnotes in guiding legal professionals and the public.
“These concise summaries form the gateway to the Court’s jurisprudence. Their accuracy and clarity are essential in maintaining the authority and accessibility of the Court’s decisions,” she noted.
Mrs. Saine added that the workshop seeks to ensure editorial consistency, strengthen interdepartmental collaboration, and improve internal processes related to legal publications.
Participants include legal officers, registrars, heads of units, language services personnel, and technical staff, all working collaboratively to review and validate headnotes for judgments and rulings delivered between 2021 and 2024.
