The Honourable Minister of Aviation and Aerospace Development, Festus Keyamo has officially launched the One Government Enterprise Content Management System (1Gov ECMS) at the Ministry’s Headquarters in Abuja, marking a significant step towards digitalising operations and reducing operational costs.
According to the Acting Head, Press and Public Affairs Margaret Oyinboade, speaking at the launch on Thursday, Keyamo described the 1Gov ECMS as a timely innovation for the aviation sector, which operates a vast network of offices and agencies across the country. He noted that prior to the system, physical files frequently moved between airports, zonal offices, Lagos, and Abuja for approvals, costing the Ministry over N500 million in 2023 alone for flights and logistics related to file movement.
“The 1Gov ECMS will save not just money, but efficiency, time, and the integrity of government processes. This platform will save Nigeria,” Keyamo said, emphasizing that the system will end manual bottlenecks, shorten approval cycles, and improve service delivery across all Departments and Agencies under the Ministry.
The Minister also highlighted the system’s role in safeguarding Nigeria’s digital sovereignty. Developed by Galaxy Backbone Limited, the government-owned platform secures sensitive data against foreign vendor dependence and external security risks. A secure video conferencing feature further reduces reliance on foreign platforms, enhancing confidentiality in official engagements.
Keyamo commended the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, for her leadership in public service reforms, describing the ECMS as a major boost to performance management and Key Performance Indicators (KPIs) across Ministries, Departments, and Agencies.
Mrs. Walson-Jack described the launch as a strategic move to reduce paper usage, accelerate operations, and ensure seamless access to official records. She noted that the initiative aligns with the Federal Government’s directive to fully digitalise work processes by 31 December 2025, under Pillar Five of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), as well as President Bola Ahmed Tinubu’s Renewed Hope Agenda prioritizing an efficient and digitally enabled public service.
She directed that all official correspondence in the Ministry now be routed electronically, signaling a formal transition from paper-based to digital processes.
In his welcome address, the Permanent Secretary, Dr. Yakubu Adam Kofarmata, described the launch as a major milestone in the Ministry’s journey toward a paperless system. Galaxy Backbone Limited also demonstrated the 1Gov Cloud Platform, underscoring the Ministry’s readiness for a fully automated, accountable, and efficient public service.
The vote of thanks was delivered by the Director of Planning, Research and Statistics, Mr. Ibrahim Lawal, who expressed gratitude to all stakeholders for their collaboration in achieving the milestone.
