The Nigerian Air Force (NAF) and Amnesty International Nigeria have strengthened their engagement on civilian protection, accountability and adherence to international humanitarian standards during military air operations.
The development followed a meeting on September 15, 2026, when the NAF hosted a delegation from Amnesty International Nigeria for discussions focused on measures to minimise civilian harm during air operations.
The engagement formed part of Amnesty International Nigeria’s ongoing research and provided an opportunity for both organisations to exchange information and discuss issues surrounding the protection of civilians in conflict situations.
Executive Director of Amnesty International Nigeria, Isa Sanusi, commended the NAF for facilitating the engagement and acknowledged measures being taken by the Service to mitigate risks to civilians during military operations.
Representing the Chief of the Air Staff, Air Marshal Sunday Kelvin Aneke, the Chief of Civil-Military Relations, Air Vice Marshal Edward Gabkwet, said the NAF considers credible human rights and civil society organisations important stakeholders in promoting transparency, accountability and compliance with international best practices.
Gabkwet explained that civilian harm mitigation had been integrated into NAF doctrine and incorporated into the planning and execution of air operations.
He said NAF operations are conducted in accordance with applicable provisions of International Humanitarian Law, the Laws of Armed Conflict, Standard Operating Procedures and approved Rules of Engagement.
The meeting also highlighted the importance of sustained dialogue, transparency and continuous institutional improvement in strengthening public confidence in military operations.
Both parties agreed to sustain constructive engagement, while the NAF reaffirmed its commitment to protecting civilian lives and working with credible stakeholders as it carries out its constitutional responsibility to safeguard Nigeria’s territorial integrity and national security.
