Borno State Governor, Prof. Babagana Zulum, has approved the appointment of Engr. Dr. Babagana Mustapha Mallumbe as Acting Chief of Staff to the Governor, in a move aimed at strengthening governance and accelerating policy implementation across the state.
The announcement was contained in a statement issued by the Secretary to the State Government, Bukar Tijani, confirming that Dr. Mallumbe, who previously served as Deputy Chief of Staff (DCOS I), assumes the new position with immediate effect.
Governor Zulum also approved the posting and portfolio allocation of the 10 newly sworn-in commissioners, describing the exercise as part of efforts to deepen service delivery and advance the administration’s 25-year Development Plan and 10-year Strategic Transformation Initiatives.
According to the statement, Barrister Hauwa Abubakar has been assigned as Attorney General and Commissioner for Justice, while Hon. Bukar Mustapha Dalatu will oversee the Ministry of Budget and Planning.
Hon. Engr. Lawan Abba Wakilbe was posted to the Ministry of Education, Science, Technology and Innovation, while Hon. Umar Lawan Dalorima takes charge of the Ministry of Finance and Economic Development.
Prof. Baba Mallam Gana has been assigned to the Ministry of Health and Human Services, while Prof. Usman A. Tar will head the Ministry of Information and Internal Security.
Other appointments include Hon. Sugun Mai Mele as Commissioner for Local Government and Emirate Affairs, and Hon. Aliyu Mohammed Lawan Buba as Commissioner for Transport and Energy.
Hajiya Zuwaira Gambo was appointed Commissioner for Women Affairs and Social Development, while Hon. Saina Buba will oversee the Ministry of Youths, Sports and Poverty Alleviation.
The government directed all appointees to assume duties in their respective ministries without delay.
The latest reshuffle comes as the Zulum administration intensifies governance reforms and development interventions across critical sectors, including infrastructure, education, healthcare, security coordination, and economic recovery in the insurgency-affected state.
