Speaking at the 3rd edition of the Social Protection Cross-Learning Summit (SPECS) in Abuja on Friday, Mr. Massimo De Luca, Head of Cooperation of the EU Delegation to Nigeria and ECOWAS, emphasized the importance of social protection as a fundamental support system for the most vulnerable and impoverished households. He described it as a safety net and a beacon of hope for disadvantaged individuals and communities.
The summit, organized by the Federal Ministry of Finance in collaboration with the Social Protection Development Partner Group (DPG), focused on the theme: “Social Protection Towards Human Capital Development.”
De Luca underscored the pivotal role of social protection in human capital development. He noted that social protection ensures access to essential services such as education, health, and nutrition, contributing to economic stability, poverty reduction, and inclusive growth. This, he said, lays a strong foundation for the overall development of the country.
Citing a World Bank report that estimated Nigeria’s poor population at 104 million or 46 percent in 2023, De Luca stated, “Investing in social protection means investing in our collective future, fostering resilience, and ensuring that every individual has the opportunity to contribute meaningfully to society, regardless of background, location, or uncertainties.”
He reiterated the EU’s commitment to partnering with the Nigerian government to address poverty issues. The EU is supporting Nigeria’s social protection sector with €46 million in its 2021 to 2027 programming, aimed at system strengthening and the design of social safety net programs.
“We are finalizing processes with UNICEF and GIZ to implement the project in the focal states,” De Luca announced. He added that the intervention would enhance the social protection system by improving the interoperability of related databases and ensuring a functional, shock-responsive social register. Additionally, it will support safety net programs targeting climate-affected communities in three northeastern states.
The EU’s commitment underscores the importance of coordinated efforts to develop robust social protection mechanisms that can effectively mitigate poverty and promote sustainable development in Nigeria.
