NCDMB, Dangote JTC strengthen collaboration as refinery eyes expansion

The Nigerian Content Development and Monitoring Board (NCDMB) and the Dangote Petroleum Refinery & Petrochemicals Joint Technical Committee (JTC) have reaffirmed their commitment to deepening Nigerian Content as the refinery advances plans to expand beyond its current 650,000 barrels-per-day capacity.

At the 4th Quarter 2025 JTC meeting held in Lagos, Chairman of the Committee, Mr. Silas Ajimijaye, urged stakeholders to adopt a more proactive strategy in identifying opportunities for increased local participation across refining operations and future projects. He stressed the need to promote innovation, enhance local value retention, and ensure full compliance with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.

During the meeting, the Dangote Refinery team unveiled a proposal to establish an in-country Research and Development (R&D) cluster aimed at supporting refinery operations and strengthening Nigeria’s oil and gas research ecosystem. The NCDMB welcomed the plan, describing it as a critical step toward boosting technical capacity and accelerating industrial development.

The JTC reaffirmed its dedication to increasing Nigerian Content in engineering, procurement, construction, operations, and maintenance. It also highlighted emerging opportunities in fabrication, spare-parts manufacturing, logistics, technical services, and research-driven innovation.

Ajimijaye, who represented the Executive Secretary of NCDMB, assured that the Board will continue to provide strategic support to enhance the refinery’s operational performance and contribution to national energy security. He added that in 2026, the Committee will intensify stakeholder engagement and technical evaluations aimed at further deepening Nigerian industrial participation.
