Nine PAP scholars earn UK master’s degrees, 771 to graduate in Nigeria in 2025

Nine beneficiaries of the Presidential Amnesty Programme (PAP) foreign postgraduate scholarship scheme have successfully completed their master’s degree programmes at universities in the United Kingdom.

The graduates—drawn from Anglia Ruskin University, the University of Dundee, and The University of Law—earned master’s degrees in fields including cybersecurity, data science, engineering, law, construction and civil engineering management, project management, and ICT.

They form the first set of offshore postgraduate scholars deployed to UK institutions under the PAP Administrator, Dr. Dennis Otuaro, for the 2024–2025 academic session.

In addition to the UK graduates, a total of 771 PAP undergraduate and postgraduate beneficiaries within Nigeria are expected to graduate in 2025.

A reception was held in London on Wednesday, December 3, 2025, to celebrate the scholars’ achievements.

Dr. Otuaro praised the graduates for completing their programmes in record time, noting that their commitment demonstrated the value of the Federal Government’s investment in their education.

“We congratulate these scholars on their successful graduation. It shows that they took their studies seriously. That is what we demand of every scholarship beneficiary,” he said.

The PAP Administrator reaffirmed his commitment to expanding educational opportunities for youths from the Niger Delta, stressing that the scholarship scheme is a strategic tool for closing the region’s human capital development gap.

He highlighted that 3,800 students were deployed to Nigerian universities under the scholarship scheme in the 2024–2025 academic session, with the number rising to 3,900 for the 2025–2026 session, alongside 200 slots for foreign scholarships.

In less than two years, Otuaro has deployed 7,700 students for in-country scholarships and 162 students for foreign postgraduate studies in the UK.

He added that these efforts align with President Bola Tinubu’s Renewed Hope Agenda for the Niger Delta, which he said has provided unprecedented support to the programme.

“We will continue to create more higher educational opportunities for students from indigent backgrounds in our region,” Otuaro said, adding that the PAP will also deepen its work in informal education and other strategic areas to advance peace and socio-economic development in the region.
