ECOWAS court officials on study tour to strengthen human rights enforcement

A high-level delegation from the Community Court of Justice (ECOWAS Court), led by its President, Justice Ricardo Cláudio Monteiro Gonçalves, has completed a weeklong study visit to the European Court of Human Rights in Strasbourg and other key human rights institutions in Sweden.

The mission, held from 23 to 29 November 2025, was aimed at deepening the Court’s understanding of best practices in enforcing human rights decisions issued by regional and international judicial bodies.

According to a statement by the ECOWAS Court, the visit focused on practical knowledge-sharing and comparative learning, enabling delegates to engage with enforcement models adopted by established international courts. The exercise also offered the ECOWAS Court an opportunity to share its own experiences and challenges in ensuring compliance with its human rights judgments.

The Court noted that the study tour is expected to strengthen its enforcement framework and improve adherence to its decisions across the West African region.

The visit was organised by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) under its programme to enhance the implementation of human rights decisions by regional and continental institutions in Africa.

The delegation included the Court’s Vice-President, Justice Sengu Mohamed Koroma; Justices Gberi-Bè Ouattara and Dupe Atoki; the Chief Registrar; the Director of Research and Documentation; and selected staff from the Registry, Administration and Finance, and Language Services divisions. Two officials from the RWI also participated in the mission.
