Former Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN, CON), has petitioned top security chiefs over alleged plans to destabilize Kebbi State through the importation of political thugs, foreign mercenaries, and illicit arms.
According to Special Assistant on Media to Former Attorney General Mohammed Bello Doka, in the petition dated September 10, 2025, Malami alleged that political actors are collaborating with mercenaries from Niger Republic and arming them through illegal channels to attack citizens, silence opposition, and undermine peace in the state.
He cited a September 1 incident where he and other indigenes were allegedly attacked by armed thugs “operating without fear of law enforcement,” describing the situation as a “national security emergency” with implications for Nigeria’s sovereignty.
The petition accused Kebbi State Governor, Comrade Nasir Idris, and associates of facilitating the operations and allegedly maintaining covert ties with the terrorist network Lakurawa.
Malami urged the National Security Adviser, Inspector-General of Police, Director-General of the Department of State Services, and heads of Immigration and Civil Defence to coordinate urgent inter-agency action, secure border communities, and investigate alleged collusion between state officials and terrorist elements.
The petition was copied to key security agencies to underscore the urgency of the matter.
