The Port Harcourt Refinery’s ambitious rehabilitation project has received high praise from former Group Managing Directors (GMDs) of the Nigerian National Petroleum Company Limited (NNPC), who have described the transformation as a landmark achievement for Nigeria’s oil and gas sector.
The former GMDs, including Dr. Jackson Gaius-Obaseki, Chamberlain Oyibo, Funsho Kupolokun, and Andrew Yakubu, visited the refinery on Wednesday as part of the Former NNPC GCEOs Forum, which convenes periodically to discuss developments in the energy sector. During their tour, they commended the current NNPC management team, led by Mele Kyari, for its bold steps in restoring and modernizing the refinery, originally built in 1965.
“This transformation is nothing short of magic,” said one of the former leaders, emphasizing the scale of the achievement. The facility, previously plagued by operational inefficiencies and underutilization, is being reimagined as a state-of-the-art plant capable of significantly boosting domestic refining capacity.
The rehabilitation project is part of the federal government’s broader strategy to reduce Nigeria’s dependence on imported petroleum products while maximizing the utilization of the country’s abundant crude oil resources. Under Kyari’s leadership, NNPC has sought innovative financing models, international partnerships, and technical expertise to drive the project forward.

For decades, Nigeria has struggled with the paradox of being a major oil producer while relying heavily on imports for refined products. The Port Harcourt Refinery’s revamp is viewed as a critical step toward addressing this issue. The upgraded facility is expected to enhance local refining capacity, reduce import costs, create jobs, and contribute to energy security.
The former GMDs noted the strategic importance of the project not only to NNPC but also to the broader Nigerian economy. “This is a significant milestone that demonstrates what is possible with the right leadership, commitment, and vision,” said Dr. Gaius-Obaseki.
The visit also showcased the collaborative efforts between NNPC and its partners, including global engineering firms and local contractors, to ensure the project’s success. Officials noted that the project’s progress underscores NNPC’s commitment to delivering sustainable and impactful outcomes for Nigeria’s energy sector.
