Governor Babagana Zulum has declared 2026 the “Year of Consolidation” for Borno State, pledging intensified efforts to eliminate residual security threats and accelerate the completion of critical infrastructure projects across the state.
Zulum made the announcement on Thursday during the first State Executive Council meeting of the year at the Government House in Maiduguri, where he outlined his administration’s strategic priorities to commissioners and senior officials.
The governor said that although relative stability has returned to several communities after years of insurgency, the government would sustain support for security agencies until all parts of the state are fully secured.
“We have made measurable progress in restoring peace, but our task is not finished. Security remains the foundation upon which every other intervention stands,” he said, adding that no community would be left vulnerable.
A key component of the 2026 agenda, according to Zulum, is the resettlement of internally displaced persons (IDPs), with emphasis on durable and sustainable solutions. He said the state would deepen investments in housing, healthcare, education and livelihood programmes to ensure returning families can rebuild their lives with stability and dignity.
“Our objective is not merely to facilitate returns, but to ensure real recovery — restoring economic stability and hope,” he stated.
The governor also announced plans to strengthen social protection mechanisms to shield vulnerable populations from economic shocks and the lingering effects of conflict. He described social protection as a strategic stabilisation instrument critical to inclusive growth.
“As we expand infrastructure and social services, we must reinforce support systems for widows, orphans and the most vulnerable members of our society,” he added.
Zulum directed members of the executive council to ensure timely completion of ongoing projects across the state’s three senatorial districts. The projects span road construction, healthcare facilities, schools, water supply schemes and agricultural development initiatives.
He cautioned against delays and cost overruns, underscoring the need for fiscal discipline, transparency and rigorous project supervision. “Every project must deliver value for money and adhere strictly to timelines. Our people expect tangible and measurable progress,” he said.
The meeting was attended by the Secretary to the State Government, Bukar Tijani, Acting Chief of Staff, Dr. Babagana Mallumbe, and other senior officials.
With the renewed emphasis on consolidating security gains and fast-tracking reconstruction, the Borno State Government signalled a transition from emergency response to structured recovery, anchored on stability, infrastructure expansion and strengthened social systems.
