In this new era of cooperation and collaboration, higher education institutions around the world recognize that working in isolation is no longer sufficient to maximize their potentials and achieve their cardinal objectives. Strategic partnerships and collaborative efforts have emerged as the key to the future of higher education. By joining forces with other institutions that share similar values, they can collectively work towards common goals.
The benefits of such partnerships are manifold. When reputable and well-established institutions come together, they can pool their strengths, capabilities, and reputation, leading to mutual growth and numerous opportunities. This formidable alliance also enhances their visibility and international recognition, allowing them to position themselves for greatness.
In line with this ethos, the Management of the Federal University Lokoja (FUL) took a significant step towards collaboration by signing a Memorandum of Understanding (MOU) with the National Institute for Legislative and Democratic Studies (NILDS) at the National Assembly in Abuja on Tuesday, 25th July 2023 (today). The primary objective of this MOU is to strengthen cooperation in capacity building, particularly in the areas of legislative and democratic studies, parliamentary administration, and legislative drafting. It also encompasses provisions for the exchange of staff and students between the two institutions, among other goals.
NILDS, being a capacity-building agency of the National Assembly in Nigeria, focuses on providing technical and developmental services to the legislature and other democratic institutions. Their programs aim to enhance the capacities of legislators and legislative staff through research and analytical support to the National Assembly.
During the signing event, the Vice-Chancellor of FUL, Prof. Olayemi Akinwumi, expressed his joy as the partnership marked the realization of a long-held dream. He revealed that the collaboration stemmed from strategic engagements between the two institutions that began in 2021 when FUL was exploring avenues to expand its programs and make a more profound impact. One of the driving factors behind this partnership was the need to bridge the gap in specialized fields like parliamentary and legislative studies, where expertise is crucial to strengthen operations and functions.
Prof. Akinwumi acknowledged NILDS as the premier institution for training expertise in Legislative Studies and parliamentary administration, making them a natural and preferred partner. He praised the institution’s pool of highly qualified academics and intellectuals who can contribute to FUL’s pursuit of excellence in the selected field.
The Director General (DG) of NILDS, Prof. Abubakar O. Sulaiman, emphasized the credibility and pedigree of FUL, which led to the Institute’s strong recommendation to collaborate with them. He commended the Vice-Chancellor’s determination and commitment to the success of the partnership, despite initial challenges. Prof. Sulaiman assured FUL of the Agency’s readiness to make the collaboration fruitful, urging them to maintain high standards and adhere strictly to the agreements for the benefit of both institutions.
With the signing of the MOU, the two institutions have officially committed to jointly offering Ph.D. programs in various disciplines, including Legislative Studies, Parliamentary Administration, Legislative Drafting, Elections and Party Politics, Constitutional Law, and Constitutional Development. This collaboration aims to produce high-quality graduates equipped with the necessary knowledge and skills for effective legislative service delivery and the promotion of democratic culture, ultimately contributing to national growth and development.
The signing ceremony in Abuja was attended by key officials from both FUL and NILDS, signifying the strong commitment of both institutions to the success of this partnership. The collaboration represents a golden opportunity for FUL, as it positions itself for further growth and excellence in its academic endeavors, which other universities aspire to achieve.
