The National Identity Management Commission (NIMC) has secured approval for its first-ever Scheme of Service from the Office of the Head of the Civil Service of the Federation (OHCSF), a development expected to strengthen the Commission’s institutional framework and create new career advancement opportunities for its workforce.
The approval marks a significant milestone in the Commission’s history, providing a comprehensive operational framework that clearly defines staff cadres, promotion pathways, organisational structure, job responsibilities, qualification requirements and professional standards.
According to NIMC, the newly approved Scheme of Service aligns with Public Service Rules and global best practices in career development, workforce management and institutional growth.
The Commission described the achievement as part of ongoing reforms under its Director General and Chief Executive Officer, Abisoye Coker-Odusote, aimed at repositioning NIMC as a modern, efficient and globally competitive institution.
NIMC stated that the Scheme is anchored on the Director General’s five-point agenda and reflects a people-centred leadership approach focused on institutional excellence, capacity building and human capital development in support of President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Speaking at the formal presentation ceremony, Mr. Imirhe Gabriel Nwagolo, Deputy Director, Scheme of Service, Organisational Design Department in the OHCSF, commended NIMC for its commitment to institutional excellence.
He noted that the Commission is among a select group of federal agencies that have successfully obtained approval for a dedicated Scheme of Service, describing the accomplishment as evidence of its commitment to strengthening internal systems and improving workforce management.

Representing the Director General, the Head of Human Capital Management at NIMC, Mrs. Rhoda Jackden, expressed appreciation to the Office of the Head of the Civil Service of the Federation for the approval.
She described the development as a major achievement for the Commission and reaffirmed NIMC’s commitment to the effective implementation of the Scheme.
A key feature of the approved framework is the introduction of new Enrolment, Card and Commercial Cadres alongside existing career structures. The Commission said the new cadres will promote professional specialisation and strengthen its capacity to deliver identity management and digital identification services nationwide.
The approval comes as NIMC intensifies efforts to enhance Nigeria’s identity management ecosystem through reforms designed to support digital transformation, improve service delivery and advance inclusive governance.
